Parent involvement and participation in Head Start and Early Head Start programs are an integral function for the proper and efficient accomplishment of program objectives for all grantees. Parent involvement can be separated into two categories. There are activities that 1) primarily benefit the parent and their child; or 2) provide a good or service to benefit the program. A parent involvement activity that primarily benefits the parent and their child is not considered an allowable cost for an in-kind match. An activity that provides a good or service to benefit the program is considered an allowable cost for an in-kind match. Examples of each category are provided below in this guidance. The list is not meant to be inclusive of all parent involvement activities but provides a sampling to illustrate the differences between the categories.
