This is actually a fairly typical requirement. Except for the minimum access, the ACL of the ADMIN4.NSF should mirror the ACL of the Domino Directory. The default access level for the ADMIN4.NSF is author. Since no forms exist in this database that a user can access, this is a safe level of access. However, most organizations do not allow this level of default access on system databases. The minimum required access to the ADMIN4.NSF for users is Depositor. This can be set using a Person group and wildcard notation (e.g., */OrgName), and the default access can be set to None.
