Yes, a FAQ: how did the doctor regenerate from 9th to 10th doctor when the council of time lords presumably was wiped out with the rest of their species by the Daleks?
My assumption is that the Time Lords bestow the energy for the 12 regenerations when you first become a TL. That would follow with the TL’s being able to grant the Master a full set of regenerations if he helped them. It does appear that at times the Time Lords can grant a specific body (like those they offered to Doctor #2, but he got stuck with Pertwee’s body when he couldn’t decide) – also Romana was able to select a new body. However, in the Doctors case – with the exception of Troughton to Pertwee (and POSSIBLY McGann to Eccleston, since nobody knows at this time how that one happened) – all his regenerations have come in times of trauma & he was usually unconcious when he changed, so it seems that his cells randomly formed into a new face.
