We have not conducted a consistency check. The 7th American Forests Congress in 1996 was a citizens’ gathering in Washington, DC, during which more than 1,000 people developed a common vision and guiding principles regarding America’s forests. The ICBEMP project and Draft EISs appear consistent with the principles expressed by this diverse group of Americans. The project’s purpose and needs–calling for restoring ecosystem health and ecological integrity and for supporting economic and social needs of people, cultures, and communities–embody the 7th American Forest Congress principles of forest management to sustain ecosystem structure, functions, and processes at appropriate temporal and spatial scales; the interdependence of people and forests; and sustaining forests and maintaining and enhancing native biodiversity.
