Even with RTW, a union still negotiates the contract that defines the relationship between all employees and the employer. As such, the employer has the same motivation to work with a union as it does absent RTW. The only voice that is lost with RTW is a union voice that union members and employees cannot support and choose to silence by withholding their union dues or fees. In this sense, RTW actually gives employees a stronger voice.
