Wouldn it be better for me to purchase a halogen bulb with higher wattage, instead of buying HID bulbs?

HID lamps are 35 watts, while standard halogen bulbs are 55 watts. Although, HID bulbs work with fewer watts, they still produce 3x more light. The higher wattage halogen bulb will be brighter than a 35W bulb but still much dimmer then the HID bulbs.
