Wouldn’t a youth fishing license be just another barrier to participation, kind of like the mandatory hunter education requirement?
In the US, all states require hunter education and a license for youth to hunt. Many surveys have been conducted to determine if this is a barrier to participation, and none have proven it is. Youth who are interested in hunting do not feel that a requirement to take a hunter education course would prevent them from hunting. In fact, in the 11-15 year age group, it may actually increase recruitment. Lack of time, and lack of someone to hunt with have been shown to be the biggest barriers.
