Well yes and no. The primary purpose of prophecy is to bring people closer to God and to point people to the way in which they should walk. Their ministry focuses on the spoken, prophetic, (rhema), word. If people are living apart from God then prophecy can definitely bring about repentance. Remember what Paul said in 1 Cor. 14:24-25 – “But if an unbeliever or someone who does not understand comes in while everybody is prophesying, he will be convinced by all that he is a sinner and will be judged by all, 25and the secrets of his heart will be laid bare. So he will fall down and worship God, exclaiming, “God is really among you!” When God reveals the secrets of the person’s heart, they exclaim, “God is really among you!” Now why would they do that?
