Would you recommend an employer putting himself on workers compensation instead of buying a disibility policy?

At times I have been asked to give opinions and sometimes defend WC cases where it is the owner who was injured. I gave a higher level of scrutiny to such cases because of the potential for fraud or at least factual manipulation. WC has 100% payment of medical bills.
