Would VA consider conditionally selecting two Offerors (one for Building 55 and one for the vacant land parcel)?
It is VA’s intent to select one Offeror for the redevelopment of either Building 55 or a portion of the approximately 16-acre land parcel. Proposals will be evaluated primarily on VA’s determination of the Offeror that will provide the “best overall value” to VA, based primarily on an equal weighting of the factors listed in Section 5.4 (page 25) of the RFP for Lyons VAMC, and the proposal’s alignment with VA’s Goals and Objectives indicated in Section 2.4.10 (pages 7-8) of the RFP.
