No. National Forest acreage counts toward the 20% protection goal. If 5% of the county is National Forest, then the county has only another 15% to protect. If 22% of the county is National Forest, then the county has to set a goal of at least 23% to participate. Otherwise, the county would not need to receive funds for greenspace protection.
