Would True Democracy work if the average citizens were all intelligent and well educated in politics?

I don’t believe so. It would be too unwieldy. Even if we could magically get everyone to the same level of intelligence, equally well educated on issues and somehow have instant access to cast their votes on EVERY issue, it still wouldn’t work. It would require everyone to be instantly available for issues. And while this is happening, NOTHING else would be going on, including sleep. It would prevent government from responding rapidly to any crisis (whether Katrina or this oil spill). If people thought reactions times for those were so slow, they would have coronaries over the reaction time with a true democracy. You “might” be able to make a case for it in smaller forms of government, very small villages for example, but anything larger than that simply becomes too unwieldy.
