Would there have been an Arab-Israeli conflict if Theodore Herzl hadn lived?
Things might have taken a different course in the Near East; there might have been no state of Israel, and so no possible conflict involving it. However there has been conflict and persecution of the Jewish people (not only in the Holy Land) by Muslims and Arabs since the time of Mohammed. It is unlikely that the absence of Theodore Herzl would have affected that.
