It is not possible to accurately forecast the number of surfers who may use the break; the use will be dependent on variables such as surf and weather conditions. The reef project is unlikely to result in a noticeable increase in traffic congestion, compared to the current 35,000 vehicle trips per day along the roadway. During the construction phase, a total of approximately 500 truck trips will be required to transport sand to the dump scow staging area in the Los Angeles-Long Beach harbors. Truck traffic is already heavy in the ports, and the additional truck trips will not significantly alter existing traffic or regional transportation patterns. b).
