Would the panel agree that the FSA have chosen one of the most difficult times for small companies during the recession to enforce IFAs to take time out to study for exams?

Yes but at the time they chose to start the process, the problem was not enough time because we were too busy seeing clients in a bit of a boom. There was never going to be an ideal time for the RDR but it is unfortunate that the recession has happened part way through. They are not going to change their minds now and therefore we need to get on with it and select the most appropriate route to achieve diploma that will require the least time to be spent.
