Yes, in a way. Although WWI caused the fall of the Ottoman empire, this was at a time when countries were revolutionizing their ideas of government. If Germany had won, and the empire would have still existed, the spread of democracy and communism world wide would have caused civil war, and the empire would have most likely fallen anyways. What would have folowed the Ottoman empire if their side won would have been simmilar to what happened to Russia, and around the same time.
