They can but they get so many malicious/fake reports, unless more than one person reports it, or it is a major hazard, then they don’t always investigate as they are pressed for resources etc. To get them to come out, my dad advises “play the squeaky wheel”, i.e. keep phoning up every week until they get so sick of you phoning, they do something just to shut you up!
