Yes. Since the effect of Stardust Dragon is a Quick (formerly called Multi-Trigger) effect, which means it can be used during either player’s turn, it is considered “Spell Speed 2”. However, it cannot negate the effects of Counter Traps, which are Spell Speed 3.
