“Europeans” have not controlled South Africa since it became an independent country, long before apartheid ended. If you mean Caucasians, I suppose it would depend on who was defining crime and keeping the stats. Much of what went on in the non-white communities before majority rule went unreported as it did not matter to the rulers. What you are probably hearing about now has been going on in the background for years. It is what happens to most groups, regardless of race or ethnicity, when crowded into poverty and disease infected slums with little likelihood for escape. South Africa is what it is. Speculating on what might be different using the variables you suggest is probably a waste of time. There are those who might make observations of this sort of thing to demonstrate some sort of racial superiority (e.g. “whites are more civilized”).
