Would proposed federal regulations address the needs of First Nation communities?
Provincial or territorial regulatory regimes for drinking water and wastewater will need to be modified to better meet the needs of First Nation communities. Proposed legislation would give the Minister the authority to modify existing provincial or territorial regulations as required. For example, most provinces and territories do not have regulations for small water systems and trucked water. Because many First Nations receive drinking water in this manner, provincial and territorial regimes would have to be modified to include such provisions for these drinking water systems in federal regulations. This flexible approach would enable the Government of Canada to make regulations that, while similar to provincial or territorial regimes, are also appropriate for particular on-reserve circumstances.
