Would NVPS realize for participants a return on investment in terms of the enhancement of national investigative resources?
The TWG has reached initial agreement on positive answers to both questions. However, they have recommended that the NVPS be implemented in phases. This approach will enable the TWG to: (1) monitor system performance of each phase; (2) make adjustments where necessary; and (3) proceed to the next phase with greater assurance of success. Phase I will include the linkage of NDPIX; the Midwest HIDTA in Kansas City, Missouri; the South Florida HIDTA in Miami, Florida; and RISS. Initial reporting will cover all crimes and include targets of all case targets processed through these systems. The TWG will prepare a report on the performance under Phase I for use in adjusting NVPS where necessary and in planning the implementation of Phase II. Phase II will include an extended geographic range of operation to test the system under heavier workloads.
