The Scottish Executive stated that they don’t know the funding yet but current resources will be allocated to NHS Highland and NHS Greater Glasgow according to the Arbuthnott formula which is currently under review. Would it not be better to wait until the review is complete? The Scottish Executive said that this would not be possible as services need to be provided safely for people. • Arbuthnott works on sparsity, population, etc. Do urban and rural cancel each other out on paper? • 1974 – 1995 there was not a problem with money – what has changed? Arbuthnott was implemented ’97/’98 – check if that is the problem. Rurality and deprivation are both under examination for Arbuthnott. • Arbuthnott did not weight rural sparsity enough – that started the decline. There are 2 major problems – geography & funding. We can’t change the geography, but can change funding. NHS Greater Glasgow complained and they got more money! • Scottish Index of Multiple Deprivation needs to be put into the equ
