This was selected as Best Answer There are a few issues here. Tower mounted panels are not going to be suffient to provide the power for the transmitters/receivers if that is the intention. Depending on the sites you could mount them on the ground but remember they need as much sunlight as you can get so beware of shadows. If you’re considering mounting panels on a cell tower for another purpose, the big issue is of windloading. A large flat area that will catch the wind is the last thing you want to fix to a cell tower. Even if the tower has sufficent factors of safety under the extra load (wind + gust), you are likley to get unacceptable twist and deflection impacting the antenna performance. You would also need to get adequate separation from antennas on the structure to avoid impact on their radiation patterns.
