The fastest speed boats touch the water as little as possible already, since this causes a lot of drag, so to accomplish this, the boat would have to have very little touching the water. It would need controllable wings to stabilize it and jet propulsion that took air in above the water and shot it out below. It would look a lot more like a jet with feet.
