Yes, by a very small amount. It’s like walking up an escalator vs. walking down it. You have the motion of the earth working with you instead of against you. The argument of the moving nowhere when walking up an escalator only works if you walk at the same speed as the escalator. If you move west upon a sphere while it is turning towards you you will move to another point on that sphere more quickly than if you walked the opposite direction. Jumping will also move you to the west slowly if you are able to jump exactly straight up because you are moving farther from the sphere’s center point and would have to speed up to remain in a fixed location in relation to the surface of the sphere. So yes, you walk faster.
