Digestion of sewage by bacteria can generate methane. Methane can be burned to heat water, steam can turn a turbine, turbine can turn a generator so yes. I am not aware of any way to generate electricity directly. I do not believe that any of the chemical reactions involved in decomposition of sewage involve enough electrical activity to generate it directly. Just the biological decomposition itself generates some heat but not enough to generate steam. The low grade heat source can be (and is on a very limited basis) used to provide heat in applications where it replaces (or supplements) conventional heating systems. This does not generate electricity but it does save energy.
