Would ICE provide copies of training manuals to members of Congress?

TRUTH: Members of Congress have asked for copies of the training manuals and ICE has NOT COMPLIED with the request. QUESTION: Why shouldn’t members of Congress, especially those who are on committees tasked with oversight of the Department of Homeland Security, be able to review manuals used to train federal agents?
