Frost will not cause steering to fail. It is possible that there is water in the power steering fluid that is freezing, but not likely. The most probable cause for what you describe is low power steering fluid, or old dirty power steering fluid, or the wrong kind of oil in the power steering system. When oil gets cold it gets thicker, if the power steering fluid is old and dirty, or the wrong oil, it may be too thick to flow until it warms up some. If it’s the right fluid, clean and no water in it, it will flow, but may be low, causing the pump to not pick up enough fluid to work properly.
