Would applying Kiltz on a cement floor seal the odors from dog urine?

Hi there Shi, We’ve had this same problem a while back at a house were we were to install tile on the floor. They had several cats that used the living room as a giant litter box. You could smell the urine outside. What we did was removed the carpet and padding, then mixed a 30/70 bleach solution, mopped up the the floor to disinfect, then put 2 coats of polyurathane down (the same as you would on a wood floor). This pretty much seals the smell into the concrete since its pretty much impossible to get out. You will want to make sure its sealed well, since if your sealer does not make a highly water resistant/proof seal and the floor gets wet, the smell will be back. This technique has worked well for us in the past. You can also dilute the poly with mineral spirits to make it a little more plyable if its to thick. Anyways hope this helps.
