Yes, I would say so. I dated a Scorpio with a Cancer Moon and Pisces rising for quite a while, and he was very sensitive. However, you may want to view the Mars sign to determine whether or not they allow that to overwhelm them. For example, his was in Aries, so he was not a cry baby, by any means. I know another combination similar to that, and his Mars is in Libra…completely different way of handling himself. His emotions drag him down a lot. Edit: Mars in Scorpio is still a water sign. I have that placement, and although it has much strength, it doesn’t make emotions easier to deal with and control, when they do come on.
