Would a public regional water district make greater profits?
No. By law, the proposed public regional water district would operate as a not-for-profit, just as GCWW does today. Ohio law also requires that money generated must be reinvested back into the water system. There is no motivation to “make a profit” because any revenue generated by the utility must go back into the utility. The newly formed district would have to pay the City of Cincinnati for the purchase of the water systems assets, which translates to an average payment of $14-18 million annually that the City can use for infrastructure investments like roads, bridges, parks and more.
