To determine whether an event would be reportable to WHO under the revised IHR, the circumstances of the event would have to be assessed within the context of the decision algorithm in Annex 2. To be considered a potential Public Health Emergency of International Concern (PHEIC), the event would have to meet two of the four following criteria (questions).
