Would a lack of transmission fluid cause my 2000 dodge neon to not drive more then 5mph?

YES. It happened to me. I had my oil and air filter changed at Jiffy Lube. When the “mechanic” put the cover back on the air filter he pinched the hose running from the transmission to the radiator effectively cutting the transmission fluid off. I noticed it immediately. My car would not shift into higher gears. It was stuck in 1st gear and would not go into any other gear. And when it finally did shift it was really rough. I had to have it towed since I could not find the problem. And $200 dollars later the simple problem was fixed. Simple answer yes. The best thing to do is check the transmission by starting the engine and checking the transmission dipstick. If it is full you know there is another problem.

Yes, a transmission that is low on transmission fluid will fail to function at all. No matter what transmission gear is selected, the transmission will fail to engage and will instead act as if it were stuck in neutral. This is the result of a lack of transmission fluid force.
