Would a city be able to immediately have the Metro Districts A3 bond rating?
Even though the proposed city would not have any operating history, assuming that the newly created city had the same boundaries as the Metro District, approximately the same general revenue streams, had similar expenses, and provided essentially the same level of services on a similar cost basis, it is likely that the proposed city could initially have the same rating as the Metro District.
