This was selected as Best Answer I’m not sure that this idea makes the best sense economically. However, it would be extremely helpful to mid-size, middle-class districts who just need a little “push” to update their textbooks. (One district that I taught for had history books that were over twelve years old, and they could have been persuaded to trade up at a discount like the one you are describing.) However, I can’t see the government funding this one. The national economy is in enough of a bind. Also, don’t let the “go tech or die” folks forget that some schools are lacking even the basics of up-to-date resources, and computers enough for every student to read their textbook online is unrealistic in the extreme. A government subsidy toward providing e-book readers or something similar to read your newly-developed online textbooks would be more helpful to those of us in the public schools than a textbook rebate program.
