It’s possible. It is not the amount of snow so much as how treacherous the roads are. If that snow came down fast and at the last minute, they may close the schools out of fear for the safety of those being driven in to school. If all the main roadways were already clear with just some on the side roads, the schools would probably stay open. 10cm is enough to cause the average Vancouverite’s cars tires to spin and become stuck creating a mess of a traffic situation, if the roads are not clear.
