Won’t this law infringe on drivers’ personal freedom and rights?
One person’s rights should not come at the expense of others’ rights and personal safety. For example, freedom of speech is a sacred right in America, and yet there are limits to free speech. It’s not legal falsely to shout “fire” in a crowded theater, because that infringes on the rights of others and puts them at physical risk. Similarly, it is illegal to drive under the influence of alcohol, because we don’t want one person’s personal choices to jeopardize the safety of others.
