No. We have worked out how much money we will get from the Government over the next few years and the changes proposed here will cost less than half of what will be available for new investment. That should leave enough for other services, such as mental health. We have been cautious in our assumptions about how much we will have available for investment, so there should be no need to cut back on our proposals. If that were to be necessary, we have designed our plans so there are key points where we can check the position before we make long-term commitments. And we will not close down old services until new ones are up and running.
