You have been using the straps correctly, they are simply used for hanging the clothing on the hangers. For example, if you had a halter dress, it would be really hard to hang it on the hanger without the straps.

The strings are for hanging on the hanger. I don’t think it would work if you tried to make a low-neck top not fall very low, because I can’t really imagine how you would tie them.

It is just for hanging them on hangers. Slippery fabric or some cuts don’t stay well on hangers so these are put in there to keep them where they go on the hanger.
