Sorry, but if your Federal refund was offset it was NOT for a Podiatrist’s bill. And doctor’s bills are NOT transferred to the County Tax Collector’s office for collection either. The doctor may have sued you for the balance due in Small Claims Court and received a judgment against you and possibly garnished your wages or seized the funds from your bank account but he or she didn’t get an offset from your Federal income tax refund. The ONLY items that can offset your Federal refund are debts to the government such as unpaid taxes, government backed student loans in default, and child support in arrears.
