With the rising cost of health care, can it be considered a strategic HR issue?

I think Health insurance has always been a strategic part of HR. Why do companies buy Health Insurance for workers – it’s not out of kindness – it’s a retention and recruiting strategy. If you don’t offer Health Insurance as part of your compensation you might not attract the right employees (I have worked at companies that do not offer Health insurance) and if employees get sick and have no insurance you might have good employees missing a lot of work or having financial problems.
