With an organizational or group account, can all staff Sponsors download books for any of the qualified students at that school? How does that work?

Yes. Any staff member named as a “Sponsor” by an organization can download books for all of the students registered under the organizational account. To download a book, a staff member selects a student from the student list. That downloaded book is specifically for that student.
