When trying to install Symantec Installation manager, the installation may not start and only the Windows Installer options may be shown. Using user accounts that are part of the Administrators group sometimes have some unknown limitations when Windows Installer needs to run and install applications. This behavior has been seen in some cases that were installing with an Admin account but _not_ the local system Administrator account. For example, John Doe is member of the Admin account and is also the account that he is using to login into the server. What you can try is to log out and log in as the local system Administrator account. Then start the installation process. This time you should be able to start the Windows Installer properly.
