It could be an issue with the site you’re uploading to or it could be an issue with the program you’re using to upload (if you’re using an external program, i.e. not using the site’s interface for your upload), then that’s most likely where the problem lies. Also, it could be an issue with the version of Java you’ve got installed on your computer. So it really could be any number of things, but more info on what you’re using to upload and the exact error message would help track this down.
