No. Local authorities will be able to publish statutory proposals at any time to close a Trust school, for instance, to enable it to re-organise or to cope with falling rolls or other priorities. Local authorities will also be able to propose to expand a Trust school, add or remove SEN provision, or add post-16 provision.
