OBDII has been a requirement for vehicles under 8500 GVW sold in the US since 1996. The weight exemption was moved up to 14000 GVW in 1998. Vehicles over 14000 GVW are still exempt. Freightliner doesn’t build anything under 14000 GVW so they have never had to use OBDII.
