Will the Qualified Scheduling Entities (QSEs) with Dynamically Scheduled Resources (DSRs) be required to submit seven days of output schedules?
QSEs are not required to submit seven days of output schedules. The protocol only requires that the QSE that represents a resource, other than a Reliability Must Run (RMR) unit, should submit output schedules for each five-minute interval for the resource for all of the remaining five-minute intervals in the Operating Day for which an energy offer curve has not been submitted. But, the Market Management System (MMS) allows QSEs to submit the output schedule for each five minute interval seven days in advance if a QSE wants to submit it in advance. MMS allows QSEs to submit the output schedule for non-DSRs from seven days in advance until the end of the adjustment period and for DSRs until the time of Security Constrained Economic Dispatch (SCED) execution.
