Yes. IDEA Recovery funds are subject to the same restrictions as regular IDEA funds. Because all the IDEA Recovery funding is considered 2009-2010 funding, for that year the calculation of the 15% for CEIS is based on the combined regular IDEA entitlement and IDEA Recovery allocations.
