Logically it should be so. In the months leading up to the 1 July 2004 deadline of the ISPS Code, there has been a reduction in the number of incidents reported to have occurred during the first quarter of 2004. There could be a possible correlation between the two but only a careful monitoring over a longer period would give a firm indication of the long-term trend in this respect. Chapter XI-2 includes a regulation addressing threats to ships at sea. This regulation requires Governments to set security levels and ensure the provision of security level information to ships operating in their territorial sea or having communicated an intention to enter their territorial sea.
