Will the new points system promote a “race-to-win” attitude in Formula One?

I’m not sure it would make any difference what points system you used most seasons. Last year Button dominated the first 8 races then coasted to a championship. No matter how you scored it he was going to win while only looking strong in the first half of the season. It would be interesting to see what years the championship winners would’ve been different under this new system.
